The goal of this process is to "stimulate" the cloud to produce rain, meaning we help the cloud release its water content before it evaporates or moves to another location. You can't conjure a cloud from nowhere, nor can you attract a cloud from a distant place to your location. 2. Cloud movement is governed by the laws of nature (not human-made laws): Clouds move based on low and high pressure systems, wind, and temperature. These are massive systems that cover areas of thousands of kilometers. It's impossible for any country, regardless of its capabilities, to "pull" or "suck" clouds heading towards Iraq, for example, and divert them to the UAE. A cloud passing over Iraq is part of a complete weather system; it's not a game a country can control. 3. Geographical Distance: The distance between the UAE and Iraq is very large, and the weather systems that affect Iraq (such as low-pressure systems coming from the Mediterranean or the Red Sea) are completely different from those that affect the Arabian Peninsula. 4.
