Collins did exactly that when he became the first Black federal judge in Louisiana, a historic milestone that reshaped the state’s judicial landscape and expanded representation at the highest levels of the legal system. Before the robe, before the courtroom, there was a foundation built on education, discipline, and purpose at Dillard University. Nestled in New Orleans, Dillard has long been a pillar of excellence among HBCUs—developing leaders who not only succeed, but serve. It was there that Collins cultivated the intellect, confidence, and commitment to justice that would carry him into history. In classrooms filled with ambition and a campus grounded in cultural pride, he was part of a legacy that believed in preparing Black students not just to participate in society—but to transform it. When Collins was appointed in 1979 by Jimmy Carter to the U.S. District Court for the Eastern District of Louisiana, it marked more than a personal achievement. It was a breakthrough for a state and a system that had long excluded voices like his. His presence on the federal bench sent a powerful message: that excellence forged in spaces like Dillard belongs in every room where decisions are made.
