Yesterday we held a press conference on AB 180, a bill rooted in a simple principle: public assistance should support health, not contribute to chronic disease. SNAP was created to fight hunger. Today, soda and candy account for about 11 percent of SNAP spending, despite offering no nutritional value. At the same time, Wisconsin faces serious health challenges. About 15 percent of children ages 2 to 17 are obese, and rates are even higher in low income households. The overlap between SNAP and healthcare costs is significant. Roughly 67 percent of SNAP recipients are also enrolled in Medicaid, and more than half of Medicaid recipients rely on prescription drugs. Taxpayers are often paying twice, once for food and again for the medical consequences tied to poor nutrition. Research shows SNAP participants consume substantially more sugar sweetened beverages than non participants, and the program has not increased fruit and vegetable consumption in a meaningful way. A Stanford study found that removing sugary soda from SNAP could prevent obesity in more than 141,000 children and type 2 diabetes in nearly 250,000 adults nationwide. AB 180 does not reduce benefits. It does not take food away from families. It simply aligns SNAP with existing restrictions already in place for alcohol, tobacco, and non food items. Parents can still make their own choices with their own money, but taxpayer funded assistance should prioritize nourishment. This is not a partisan idea. Eighteen states, including Colorado, have passed similar reforms. States across the country are recognizing that prevention is smarter than paying for chronic disease later. Wisconsin families deserve a program that supports healthier futures and uses public dollars responsibly.
