In part this is because of the use of a b2, a flattened 2nd scale degree in the Phyrigian mode, one of 2 notes that do not appear in major or minor scales. While used with some frequency in classical, jazz, and metal (as well as arabic, flamenco, middle eastern, klezmer and other musics) it was far less common to hear this scale outside of those genres in 1994. In Chambers’ bassline as sampled and looped every bar in Nas’s song we hear a tritone in the melody at the top - from the flat 2 to the 5, a leading tone pushing downwards, wanting to resolve to the tonic (also note no b3 is played in the riff - only in the “sting” chord heard every 2 bars). Some earlier famous phrygian songs include: Jefferson airplane White rabbit; the Clash london calling; kelis milkshake; Montell Jordan “This is How We Do it” (and of course “Childrens Story” by Slick Rick, which Jordan’s song samples).
