To maintain legitimacy, the setup included: barricades and entry points resembling official toll booths workers handling collections a system that appeared structured and routine Because of the lower price and smooth flow, drivers rarely questioned the authenticity of the toll. The operation continued uninterrupted until official toll operators noticed a drop in revenue and raised concerns. This triggered an inquiry, which eventually exposed the unauthorized setup.
