You start by spinning slowly with arms stretched out to the sides. But when the weights are pulled close to the body, the spinning suddenly speeds up. This happens because, when no outside torques are acting, an object’s angular momentum stays the same. But the angular momentum is a product of the rotational velocity and rotational inertia which is basically how the weight is spread out.
