Blue Envelope Program Inclusivity matters. That’s why we are so proud to announce the Blue Envelope Program. Communication is key to foster greater understanding between law enforcement and people with medical conditions and/or disabilities during a traffic stop, call for service or emergency. The Blue Envelope or any product with the program’s logo alerts a deputy, the person will need special accommodations during the contact. Medical and disability information, as well as a contact numbers for a family member or caregiver are included in the Blue Envelope with the registration and insurance cards. For example, sirens and bright lights can trigger sensory overload for some people leading to stress or discomfort. A diabetic may appear intoxicated and slur their speech, get confused, have trouble walking or become aggressive. A person diagnosed with autism will have different social cues such as avoiding eye contact, taking time to answer questions, not following instructions, displaying ticks or meltdowns or suddenly bolting. It’s important for law enforcement to consider medical conditions and disabilities that may be making people act this way. This program is another tool to help a deputy become aware on how to best approach, communicate and interact with the people we serve especially those with special needs. The Massachusetts State Police Celebrates World Autism Awareness Day! The Massachusetts State Police’s Blue Envelope Program is designed specifically for those on the autism spectrum to help improve communication during traffic stops by providing clearly marked envelopes for essential documents. The envelopes provide guidance for officers during stops as well. The MSP has given out more than 8,000 envelopes since the program’s launch, and the Massachusetts Chiefs of Police have given out more than 4,000. A new WA state law creates a blue envelope program that hopes to help people with any type of communication disability or neurodivergence like autism. The license and registration will go in the envelope with instructions on the outside to help law enforcement effectively communicate with the driver. The goal is to prevent misunderstandings during traffic stops. The envelopes will be available for free at DOL branches later this year.

What’s the Blue Envelope Law? It started as a local initiative—gaining traction in places like California and Massachusetts—to help individuals with autism safely communicate with law enforcement during traffic stops. It’s simple. A blue envelope that lets officers know before anything is said… that there may be a communication or neurological difference. No confusion. No escalation. Just awareness. But here’s the part that stopped me… What about Parkinson’s? The tremors. The delayed speech. The movement issues. All of that can be misread in the wrong moment. That’s exactly what we got into on the latest episode of The Light We Hold with George & Grether Ackerman (Together For Sharon) and Esther from Shaking in My Boots. And George isn’t just talking about this from the outside. He’s a lawyer, reserve police officer, criminal justice professor… and a caregiver to his mom who lived with Parkinson’s. He’s pushing for this kind of awareness to expand— so conditions like Parkinson’s aren’t misunderstood in real-world encounters. This goes way deeper than one law.
