Blue Envelope Program Inclusivity matters. That’s why we are so proud to announce the Blue Envelope Program. Communication is key to foster greater understanding between law enforcement and people with medical conditions and/or disabilities during a traffic stop, call for service or emergency. The Blue Envelope or any product with the program’s logo alerts a deputy, the person will need special accommodations during the contact. Medical and disability information, as well as a contact numbers for a family member or caregiver are included in the Blue Envelope with the registration and insurance cards. For example, sirens and bright lights can trigger sensory overload for some people leading to stress or discomfort. A diabetic may appear intoxicated and slur their speech, get confused, have trouble walking or become aggressive. A person diagnosed with autism will have different social cues such as avoiding eye contact, taking time to answer questions, not following instructions, displaying ticks or meltdowns or suddenly bolting. It’s important for law enforcement to consider medical conditions and disabilities that may be making people act this way. This program is another tool to help a deputy become aware on how to best approach, communicate and interact with the people we serve especially those with special needs.
