The SAVE Act is a solution in search of a problem. Sold as a way to make elections more secure, the restrictive legislation would bar people from registering to vote unless they are able to show a passport or a birth certificate with a name matching their photo ID. If that law were passed today, would you be eligible to vote? Millions of your fellow citizens would not. In a database of proven election fraud cases since 1982 maintained by the Heritage Foundation, they found just 98 cases of alien ineligible voting across the entire U.S.. So why threaten the voting rights of every American and create an overburdened election system for a percentage of a percent? Considering a passport is a document most Americans do not have, and which costs $150 to obtain, that amounts to a poll tax. What’s more, 69 million American women who change their name when they get married no longer match the name on their birth certificate, creating an even more messy situation. While Republicans are pretending that the SAVE Act is a mere ‘voter ID’ law, the truth is it is far more sinister. In addition to the restrictive limitations when registering to vote, the Senate’s version would require voters to provide these documents when actually voting unless the state has been regularly handing over their voter rolls to the Department of Homeland Security for comparison with the agency’s citizenship verification tool. A similar law was previously tested in Kansas, so we have a good idea of what the SAVE Act could do. Before the law was put into place in Kansas, just 0.002% of registered voters were noncitizens. After the law took effect, 31,000 eligible citizens were blocked from registering to vote.
